Applications are now being accepted for the 2025 intake of the Joint Japan/World Bank Graduate Scholarship Program (Window 2). This opportunity is available to individuals from specific developing nations who possess relevant work experience and have demonstrated a commitment to advancing their home countries’ development initiatives. The scholarship supports those pursuing a master’s degree in fields related to development.

Depending on the availability of funds, this scholarship program sponsors students admitted to one of 41 designated master’s programs across 24 universities in regions including the United States, Europe, Africa, Oceania, and Japan. The selected academic fields focus on crucial aspects of development, such as economic policy management, tax policy, and infrastructure management.

To qualify for consideration, applicants must hold citizenship in an eligible World Bank member country, as outlined in Annex 1 of the program guidelines. Dual nationals of any developed country do not meet the eligibility requirements. Furthermore, individuals currently serving as Executive Directors, alternate Executive Directors, or employees—whether on a permanent, temporary, or consulting basis—of any branch of the World Bank Group are ineligible. Close relatives of such individuals, including parents, siblings, children, aunts, uncles, nieces, and nephews, are also excluded from applying.

A prospective applicant must have completed a bachelor’s degree or its equivalent at least three years before the submission deadline. At the time of applying, candidates must hold a full-time, paid position in a development-related field and must have accumulated a minimum of three years of professional experience in this sector within the past six years. In some cases, part-time employment may count towards fulfilling this requirement, as clarified in the program’s frequently asked questions. For individuals from countries experiencing conflict or instability, proof of successive employment must be provided, though the scholarship committee acknowledges the employment challenges faced in such nations.

By the deadline, applicants must have secured unconditional admission—excluding financial considerations—to at least one of the participating master’s programs listed under Window 2. The academic institution must be located outside both the applicant’s country of citizenship and their current country of residence. Those who previously received this scholarship but did not complete their program, as well as those who were awarded the scholarship but chose to decline it, are not permitted to reapply.

Recipients of the scholarship will receive economy-class airfare between their home country and the host institution at both the beginning and end of their studies. Additionally, a travel stipend of $600 will be provided for each of these trips. Tuition fees for the selected graduate program, along with the cost of basic medical insurance obtained through the university, will also be covered. While enrolled, scholars will receive a monthly stipend intended to cover essential living expenses, including accommodation, food, and academic materials. The precise amount of this allowance will depend on the cost of living in the host country. The scholarship funding remains valid for the full duration of the master’s program or a maximum of two years, whichever is shorter.
