FULLY FUNDED TO MOROCCO : Apply for the Public Policy Paper Writing Training Program 2026 

Applications are open for the 10th edition of the Public Policy Paper Writing Training Program, organized by the Moroccan Institute for Policy Analysis (MIPA) in partnership with Heinrich Böll Stiftung (HBS). The program will take place in Rabat, Morocco, from 25–26 July 2026.

Designed to strengthen policy analysis and evidence-based advocacy skills, the training offers participants practical tools for producing high-quality policy papers that can contribute to public debate and inform decision-making processes.

Program Overview

The initiative brings together emerging researchers, graduate students, civil society actors, public sector professionals, and individuals interested in governance and public policy issues. Participants will explore approaches to policy-oriented writing while developing strategies for communicating research findings effectively to policymakers and wider audiences.

The training addresses critical themes such as:

  • Good governance
  • Accountability and transparency
  • Democratic participation
  • Human rights and freedoms
  • Anti-corruption initiatives
  • Public sector effectiveness

Required Application Documents

Applicants must submit the following as a single PDF file:

  • Curriculum Vitae (maximum two pages)
  • Motivation letter (up to 400 words)
  • One-page policy paper proposal on a relevant topic

Incomplete applications will not be considered.

Selection Process

Applications will be reviewed based on relevance, motivation, experience, and the quality of the proposed policy paper topic. Successful candidates will be expected to actively engage in all training activities, complete assigned tasks, and make significant progress on their policy paper throughout the mentoring period.

The Moroccan Institute for Policy Analysis (MIPA) works to strengthen public policy research and evidence-based decision-making across Morocco and the wider region. Through training, research, and dialogue initiatives, MIPA supports knowledge production and civic engagement on key governance and development issues.
