This includes blended finance models that have been tested for feasibility, completed proof of concept, pilot(s), or developed a minimum viable product, and are ready for scaling and launch.
**Team & Local Capacity:** Applicants must have a proven track record and experience in the relevant sector and geography, as well as the capacity and willingness to engage with the CC Facility program and maintain an on-the-ground presence. Additionally, structures will be evaluated based on their ability to foster local capacity development, such as knowledge transfer, leadership, and technology sharing, within the target geography.

- **Catalytic Potential:** Does the structure contribute to climate mitigation and adaptation in developing countries? Is it replicable or scalable?
- **Financial Sustainability:** Are the appropriate stakeholders involved, and do they show sufficient commitment? Is the structure financially sustainable, and what is its runway? What conditions must be met for concessional financing to be phased out?
- **Gender Equality:** Does the structure demonstrate a clear understanding of gender-related risks and opportunities? Is there evidence of, or an intention to integrate, gender considerations throughout the structure?
- **Mobilization:** Can the structure attract significant private capital and engage new types of investors at scale?
