The GIZ project “Partnership for Strengthening Cybersecurity” is seeking a highly qualified Principal Cyber Diplomacy Officer to be seconded to the AUC’s Political Affairs, Peace and Security Department. The Officer will provide the strategic and operational expertise for the implementation of tasks and activities related to advancing the AU’s cyber diplomacy profile both
through AU bodies and with member states.

Place of Assignment: Addis Ababa, Ethiopia

Where appropriate and reasonable, you perform further tasks assigned to you by your line manager outside the scope of the job description.

The Principal Cyber Diplomacy Officer, under the supervision of the Head of Defense and Security Governance, is responsible for managing all activities related to the African Union's engagement in cyber diplomacy. This includes understanding global cybersecurity processes, building alliances, negotiating cooperative frameworks, fostering capacity building, and promoting human rights and international law in the cyber space. The officer also coordinates with other AU actors involved in cybersecurity, such as the AU Cybersecurity Expert Group and the AU Commission on International Law. Their functions include coordinating activities to advance the AUC's cyber diplomacy profile, preparing policy documents, and coordinating exchanges with member state cyber diplomacy focal points. They also collaborate with other AUC departments to develop a joint understanding of AU priorities and actions on cybersecurity and identify international partners for collaboration in cyber security.

Eligibility Criteria
A Master's degree or advanced university degree in political science, business economics, international relations, IT security, or computer science is required for the position. Strong understanding of cyber conflict, international cyber policies, and actors involved in cyber incidents is required. Professional proficiency in English is required, with knowledge of French and other African Union languages being an asset. A minimum of eight years of progressive professional experience in cyber diplomacy, international relations, or cybersecurity policy is required, including at least five years of international experience in either public or private sector. Experience in diplomatic practice is an advantage. Skill sets include developing and delegating clear program goals, strong analytical, drafting, and report writing skills, interpersonal, problem-solving, and communication skills, the ability to work under pressure in a multicultural environment, and the ability to establish and maintain effective partnerships and working relations.
