**Eligible operators and institutions include:**

- Institutions responsible for the protection, conservation, and promotion of cultural heritage;
- Private organizations such as foundations, NGOs, non-profits, charities, and associations;
- Universities and research centers;
- Private, for-profit organizations may also be considered if the project is of significant interest and there are no viable non-profit alternatives.

Applicants must demonstrate:
- Relevant experience, including managing projects of similar scale;
- Expertise relevant to the project, including research capacity if needed;
- Financial stability;
- Ability to execute the project;
- Established local partnerships and agreements with local/national authorities or communities.
