Applications are open for the German Bundestag International Parliamentary Scholarship (IPS Africa) 2027, a fully funded international exchange programme that provides outstanding young graduates from selected African countries with the opportunity to gain practical experience of Germany’s parliamentary democracy. Hosted by the German Bundestag in Berlin, the programme enables participants to deepen their understanding of legislative processes, democratic governance, policymaking, and political participation while engaging with members of parliament and other key political institutions. Through seminars, workshops, and practical placements, participants develop leadership skills, strengthen intercultural understanding, and build international networks that contribute to democratic development in their home countries.

Program Benefits
Successful applicants will receive a monthly scholarship of €700 to help cover living expenses during their stay in Germany. The programme also provides free accommodation, round-trip international airfare, and comprehensive health, accident, and personal liability insurance. Participants will gain valuable practical experience within the German Bundestag, attend high-level seminars and workshops, expand their professional networks, and strengthen their knowledge of democratic governance and parliamentary processes in one of the world’s leading democracies.
Eligibility Criteria
Applicants must be citizens of one of the participating African countries, including Uganda, Botswana, Ghana, Kenya, Namibia, Nigeria, Senegal, South Africa, or Tanzania. Candidates should be under 30 years of age at the start of the programme and must possess a completed university degree. Applicants are expected to demonstrate a strong interest in politics, democratic governance, and social or civic engagement. They must also have a good command of the German language at a minimum level of B2 according to the Common European Framework of Reference for Languages (CEFR), enabling them to actively participate in all programme activities.

Uganda, Botswana, Ghana, Kenya, Namibia, Nigeria, Senegal, South Africa, and Tanzania.
