STIPEND AVAILABLE : Apply for the Harpswell Leadership Resident Program 2027

Applications are open for the Anna Lindh Foundation’s ALF in Motion mobility programme, which supports civil society organisations across the Euro-Mediterranean region to build stronger partnerships and carry out face-to-face intercultural activities.

The programme gives organisations the opportunity to host a representative from a partner organisation based on the opposite shore of the Mediterranean. Participants can use the mobility support to develop joint projects, bring experts into existing events, collaborate on creative initiatives or produce new knowledge around intercultural dialogue.

About the ALF in Motion Programme

ALF in Motion is designed to strengthen cooperation between civil society organisations from different parts of the Euro-Mediterranean region. The programme supports direct exchanges that can lead to new partnerships, shared projects, cultural collaboration and knowledge development.

The mobility period will take place between November 2026 and January 2027, with funding available to cover eligible mobility-related costs.

Four Mobility Options

Mobility for Partnership

This option supports organisations that want to bring partners together to jointly develop project proposals for national or international donors.

  • Minimum duration: 7 days, excluding travel days
  • Funding: €1,300

Mobility for Action

This option allows organisations to invite experts or representatives from the other Mediterranean shore to participate in events, workshops, debates, trainings and other intercultural activities.

  • Minimum duration: 2 days, excluding travel days
  • Funding: €1,000

Mobility for Creativity

This option supports artists and creative professionals in developing collaborative cultural initiatives connected to intercultural dialogue.

  • Minimum duration: 20 days, excluding travel days
  • Funding: €2,200

Mobility for Knowledge

This option supports collaboration between civil society organisations and specialised institutions such as universities, think tanks and research centres to produce knowledge on intercultural dialogue.

  • Minimum duration: 7 days, excluding travel days
  • Funding: €1,300

Priority Areas

Applications addressing the following areas may receive additional consideration:

  • Peacebuilding and conflict resolution
  • Coexistence and living together
  • Inclusive communities and participation
  • Tackling misinformation and disinformation
  • The Pact for the Mediterranean priorities
  • Intercultural dialogue
  • Youth and gender inclusion

Priority will also be given to initiatives demonstrating strong partnerships, clear impact and complementarity between the host and hosted participants.

Important Eligibility Information

Applicants should:

  • Be a legally registered organisation in an eligible Euro-Mediterranean country
  • Identify a partner from the opposite shore of the Mediterranean
  • Choose one of the four available mobility modalities
  • Ensure the proposed activity takes place in the host organisation’s country
  • Submit the application in English, French or Arabic
  • Be prepared to implement the mobility between November 2026 and January 2027

Each host organisation may submit only one proposal under this call.

Program Benefits
What Does the Funding Cover?

- The ALF mobility support is intended to cover expenses connected to the mobility, including:

- International and local transportation

- Accommodation

- Visa-related expenses

- Local costs

- Other eligible mobility expenses

- A 60% advance payment may be available upon request, subject to the applicable bank fee. The remaining payment is made after completion of the mobility and approval of the required final reports and supporting documents.
Eligibility Criteria
- The programme is open to legally registered organisations based in one of the 43 Euro-Mediterranean Partnership countries.

- The host and hosted organisations must be based on different shores of the Mediterranean. The host organisation is responsible for submitting the application and must identify and secure the agreement of the organisation or individual it intends to host before applying.

- For the Creativity modality, individual artists may also be hosted.
