The "Sport for Women's Empowerment" program, a collaboration between GIZ and FIFA, aims to address gender inequalities, combat gender-based violence, and enhance women's access to leadership, professional opportunities, entrepreneurship, life skills, governance, and healthcare using sports as a developmental tool.
This program provides a significant opportunity to contribute to the empowerment of girls and women by harnessing the transformative power of sports. It aligns with Germany's Feminist Development Policy by focusing on promoting gender equality and female leadership.
Projects eligible for funding through the "Sports for Women's Empowerment" program can receive financing ranging from €18,000 to €22,000, including VAT, for each selected project. The project duration must span between 9 to 11 months, commencing from March 2024.
Eligible projects should meet specific criteria:
- They must operate in one of the eligible countries mentioned, primarily focusing on areas classified in red by the Ministry of Europe and Foreign Affairs.
- Prioritize the empowerment of women and girls, with special attention to projects addressing vulnerable women facing intersecting discrimination.
- Utilize sports as a tool for women's empowerment, with a preference for projects involving football supported by a FIFA member association.
- Ensure that total expenses do not exceed €150,000, excluding valuations.
- Take place between March 2024 and February 2025, with a minimum implementation period of 9 months and a maximum of 11 months.
These projects are expected to contribute to achieving the Sustainable Development Goals, particularly by addressing the vulnerabilities faced by women and young girls. Additionally, they should align with traditional development aid criteria, ensuring relevance to local contexts, participation of beneficiaries in project design, and community ownership of results.
Certain projects are ineligible, such as microfinance initiatives, equipment transport-only projects, field evaluations, event organization projects, and those solely for sporting purposes.
Eligible countries for the program span across Africa, Latin America, Asia, Western Balkans, and the Middle East. They include Benin, Burkina Faso, Cameroon, Cote d'Ivoire, Ghana, Madagascar, Malawi, Mauritania, Mozambique, Nigeria, Democratic Republic of Congo, Togo, Tunisia, Colombia, Ecuador, Honduras, Mexico, Peru, India, Indonesia, Pakistan, Albania, Bosnia and Herzegovina, Kosovo, Moldova, North Macedonia, Serbia, Iraq, Jordan, and Lebanon.

Projects eligible for funding through the “Sports for Women’s Empowerment” program can receive financing ranging from €18,000 to €22,000, including VAT, for each selected project. The project duration must span between 9 to 11 months, commencing from March 2024.
- The organization should be recognized as a public utility and have a registration history of at least 2 years in the project's host country, with supporting documentation for this registration.
- Its annual financial resources should not exceed €500,000, based on the most recent approved annual financial statements. However, this financial limit does not apply to FIFA member associations.
- The entity must be legally independent and autonomous, with no history of convictions related to prohibited practices or corruption by local authorities.
- It should maintain an accounting system that aligns with the national accounting standards of the relevant country, enabling an external expert to understand its financial transactions and position within a reasonable timeframe.
- Properly prepared financial statements, including external auditing when necessary, should be available.
- The organization should adhere to national procurement standards.
- Demonstrating a long-term strategy, vision, and an established monitoring and evaluation system is essential.
It's important to note that non-FIFA member football federations will not be considered eligible for this program.
