Job Summary
The role involves managing global procurement systems and processes related to Consultant Services for both headquarters and country programs. The objective is to ensure high-quality service delivery to vulnerable communities while maintaining efficiency, integrity, transparency, and compliance in CRS's procurement operations.
Roles and Responsibilities:
- Oversee procurement systems and procedures, ensuring compliance with CRS principles, donor regulations, and local laws. Lead improvements where necessary.
- Collaborate with country programs and HQ to determine service needs, maintain updated procurement plans, and coordinate annual budgets.
- Manage the sourcing process to ensure value for money, including market research, supplier evaluations, and the bidding process.
- Ensure transparency and prevent fraud within the procurement process, conducting risk assessments as needed.
- Supervise and coach team members, manage staff performance, and ensure team capacity to support programming.
- Oversee supplier relationships, monitor contractual obligations, and address any issues to mitigate risks.
- Ensure timely vendor payments and maintain an accurate procurement document trail.
- Provide procurement training and advice to CRS staff, including assessing and enhancing procurement capacity in country programs.
- Lead high-risk, high-value, and complex procurement efforts, ensuring best practices in sourcing, contract negotiation, and supplier evaluation.

Additional Information
- Minimum of 5 years of experience in procurement/purchasing management, logistics, or administration, preferably with an international organization.
- Strong knowledge of donor regulations (e.g., USAID, EU, UN), international procurement laws, and market conditions.
- Proven ability to negotiate contracts and build supplier networks.
- Staff management experience in a collaborative, learning environment.
- Proficiency in English is required; fluency in French, Spanish, or Arabic is highly desirable.
- Must be able to travel up to 30%.
