New Zealand extends scholarships to qualified citizens from developing nations for studying at a New Zealand education institution, university, or a Pacific university.

The scholarship benefits provided by MFAT encompass travel from the candidate's nearest home departure port to the international airport in their home country as nominated by MFAT. It includes standard economy class airfare from the nominated international airport in the home country to a New Zealand airport near the education institution. The package incorporates airport reception and arrival accommodation, an establishment allowance, and a weekly living supplement for basic living expenses throughout the scholarship duration.

MFAT covers the full tuition fees, including compulsory enrolment, orientation, and student union fees (excluding course-related costs). Additionally, the scholarship includes a return standard economy class air ticket from New Zealand to the nominated international airport in the home country. Health care and travel cover insurance are also provided. For PhD and Masters students with research comprising 120 credits or more, there is an allowance for research and thesis, along with provisions for overseas fieldwork travel to the home country if authorized by MFAT. The program also covers travel from New Zealand to the nominated international airport in the home country and from there to the candidate's closest home departure port (air, sea, or bus terminal).
