FULLY FUNDED TO FRANCE : Apply for the Youth Event of the New Democratic Pact for Europe

Applications are now open for Youth Innovating Democracy, a major international youth gathering contributing to the development of the New Democratic Pact for Europe. The event will take place at the European Youth Centre in Strasbourg, France, from 24–26 June 2026.

Organised by the Council of Europe within the framework of the Presidency of Monaco of the Committee of Ministers, the initiative brings young leaders together to contribute ideas, solutions, and creative proposals aimed at strengthening democratic participation across Europe.

About the Initiative

Across Europe, democratic systems face growing pressures including disinformation, declining trust in institutions, and restrictions on civic participation. The New Democratic Pact for Europe represents a collective effort to reinforce democratic values while adapting governance systems to meet contemporary challenges.

The youth event forms a central part of the Pact’s consultation phase in 2026, ensuring that young people actively shape discussions on democracy’s future rather than remaining observers of political change.

Participants will collaborate with policymakers, youth organisations, and democratic institutions to explore new approaches that make democracy more inclusive, responsive, and relevant for younger generations.

Event Objectives

The programme seeks to:

  • Engage young people in shaping the New Democratic Pact for Europe
  • Generate practical proposals to renew democratic participation
  • Showcase innovative youth-led democratic practices
  • Create dialogue between youth representatives and political decision-makers
  • Strengthen partnerships between young people and European democratic institutions

Key Thematic Areas

1. Rejuvenating Politics

Discussions will focus on strengthening youth representation in political systems. Workshops will examine electoral reform ideas, democratic citizenship education, and strategies that help young people influence decision-making processes.

2. Advancing Equality and Social Justice

Sessions will address economic inclusion, social rights, and equality challenges affecting young people, particularly those facing marginalisation or financial insecurity. Participants will explore policy recommendations promoting fairness and opportunity.

3. Empowering Democratic Communities

This strand explores how youth organisations, civic spaces, and local initiatives create environments where democratic participation can thrive. Creative methods such as participatory arts and community engagement activities will also be included.

Who Should Apply

The event welcomes approximately 120 participants, including:

  • Representatives of international or national youth organisations
  • Members of youth councils or youth networks
  • Democracy and human rights activists
  • Youth movement leaders and initiative founders
  • Youth centre representatives
  • Young journalists, artists, and digital content creators working on democratic themes
  • Youth delegates engaged in local or regional governance processes

- Be 18–35 years old (exceptions may be considered)

- Reside in a country party to the European Cultural Convention (exceptions possible)

- Be able to work independently in English or French

- Commit to participating throughout the entire programme

- Demonstrate capacity to share outcomes within their communities afterward
