Applications for this competition may be submitted by U.S. academic and cultural institutions, both private and public, exchange-of-people organisations, and other non-profits that comply with Internal Revenue Code section 26 USC 501(c)(3). At the time of application, applicants must have nonprofit status with the IRS.

Armenia, Azerbaijan, Czech Republic, Estonia, Georgia, Greece, Hungary, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Mongolia, Montenegro, Poland, Romania, Serbia, Slovakia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan. The program may also consider recruiting students from Belarus and/or Russia
