The SADC Transfrontier Conservation Areas (TFCA) Financing Facility has launched its Third Open Call for Concept Notes, inviting proposals that strengthen biodiversity conservation while advancing inclusive green economy initiatives across Southern Africa.

The facility is managed by the International Union for Conservation of Nature (IUCN) through its Eastern and Southern Africa Regional Office. It operates under the broader framework of the Southern African Development Community (SADC) and receives support from the European Union’s NaturAfrica programme.

Background

The TFCA Financing Facility was established to ensure long-term, sustainable funding for conservation and development within Transfrontier Conservation Areas (TFCAs). These cross-border landscapes promote regional cooperation, biodiversity protection, and socio-economic development.

Key highlights:

• Initial capital of €44 million provided by the German Government through KfW Development Bank

• Target to mobilize €100 million by 2026

• Over €17 million already allocated to 23 approved projects

• €10 million committed through the EU NaturAfrica programme to support biodiversity conservation in Sub-Saharan Africa

Funding Available Under the Third Call

This open call introduces a joint funding mechanism to address conservation and sustainable development challenges within SADC TFCAs.

• Total allocation: €5,700,000

• Grant size: €300,000 to €950,000 per project

• Co-financing requirement: Minimum 10%

• Project duration: 24 to 36 months

• Maximum of two grants per TFCA (flexibility based on need)

Priority Areas

Projects must contribute to conservation outcomes while supporting sustainable economic opportunities. Eligible focus areas include:

• Development of conservation-linked value chains

• Green economy business models in protected and buffer landscapes

• Climate-smart and sustainable agriculture

• Eco-tourism initiatives

• Renewable and sustainable energy solutions

• Innovative conservation financing mechanisms

• Inclusive, rights-based and community-driven approaches

Ineligible Activities

The facility will not fund:

• Academic research conducted solely for academic qualifications

• Physical relocation of communities

• Activities that negatively impact indigenous lands or critical habitats

Projects must be implemented within officially recognized Transfrontier Conservation Areas spanning two or more SADC countries, including:

The application process follows a two-stage structure:

1. Submission of Concept Notes

2. Shortlisted applicants invited to submit full proposals

A preparatory webinar is scheduled for January 2026 to guide prospective applicants.

Only applicants whose concept notes are approved will be invited to submit full project proposals later in 2026.
