REMOTE JOB OPPORTUNITY : The Basel, Rotterdam and Stockholm Convention Secretariat is looking for an expert to develop a report on how the BRS conventions can contribute to the Global Framework on Chemicals

Result of Service

The primary outcome of this service is a comprehensive report detailing the contributions of the Basel, Rotterdam, and Stockholm conventions to the implementation of the Global Framework on Chemicals. The report will include potential recommendations on how these conventions can further support the Global Framework, which will be reviewed by the Conferences of the Parties to the Basel, Rotterdam, and Stockholm conventions during their next meetings in 2025.

The analysis will be based on existing work under the conventions, supplemented by research, policy documents, and relevant interviews

Duties and Responsibilities

Working under the guidance of the Secretariat and in collaboration with relevant international organizations, the consultant will:

1. Conduct a desk study and compile relevant information and references for the report, drawing from various sources such as convention texts, decisions from their governing bodies, reports from assessment panels, scientific literature, and interviews with key BRS international stakeholders.
2. Identify opportunities for cooperation and coordination in implementing the BRS Conventions and the Global Framework on Chemicals, taking into account institutional arrangements, scope, principles, strategic objectives, and targets. Prepare an initial draft report.
3. Develop recommendations for:
(i) Enhancing cooperation and coordination in national implementation of the BRS Conventions and the Global Framework on Chemicals.
(ii) Fostering international, regional, and sectoral cooperation and coordination in the implementation of these conventions and the Global Framework.
4. Draft a revised report on the contributions of the Basel, Rotterdam, and Stockholm conventions to the Global Framework on Chemicals, including possible recommendations, for review by the Conferences of the Parties.
5. Engage with relevant stakeholders identified by the BRS Secretariat to obtain feedback on the draft report.
6. Prepare a third draft of the report.
7. Revise the report based on feedback and produce a final version.

Eligibility Criteria
- Educational Background: An advanced degree in environmental sciences, management, law, policy, engineering, physical sciences (especially chemistry or biological sciences), or a related field is required. A bachelor's degree with an additional two years of relevant experience may be considered in lieu of an advanced degree.
- Experience: A minimum of seven years of experience in environmental sciences, law, policy, management, engineering, or the environmentally sound management of chemicals and/or wastes is required.
- Familiarity with the Basel, Rotterdam, and Stockholm Conventions, including their provisions and implementation processes, is essential.
- Experience in analyzing environmental data and developing technical publications, particularly within international organizations, is preferred.
- Knowledge of the Strategic Approach to International Chemicals Management (SAICM) and the Global Framework on Chemicals (GFC) is an asset.

Languages

- Language Requirements: English and French are the working languages of the United Nations Secretariat. For this role, fluency in English, including strong drafting and writing skills, is required.
