Overview:
The Mastercard Foundation is inviting Expressions of Interest (EOI) from African-led organizations or consortia to serve as a Regional Impact Partner Organization (IPO) supporting its Country Program Platforms across Eastern Africa (Uganda, Ethiopia, Kenya, and Rwanda).
The selected IPO will play a critical role in advancing the Foundation’s impact work, focusing on strategic design, monitoring, evaluation, learning, and technical impact delivery for up to three years.
Key Responsibilities:
- Provide strategic advisory and technical support for impact measurement and evaluations.
- Develop and strengthen Monitoring, Evaluation, and Learning (MEL) frameworks and Theories of Change (ToC).
- Support data quality assurance, impact innovation, and capacity strengthening.
- Engage in real-time evaluation, adaptive management, and annual impact reporting.
- Apply decolonization and Indigenous evaluation lenses in impact design and implementation.
- Participate in the Foundation’s Young Impact Associates Program, mentoring young professionals in relevant impact work.

Additional Information
- The organization must be African-led, with its principal place of business in Africa and a board or leadership that is primarily African.
- Demonstrated experience in the Foundation’s thematic areas (Agri-Food & Climate Systems, Digital Economy, Education, Entrepreneurship, Gender, Financial Inclusion).
- Technical expertise in MEL, strategic management, systems-informed impact measurement, and stakeholder engagement.
- Strong communication skills, with a history of executive-level reporting and innovative dissemination of findings.
- Considerable experience managing or working in consortia of similar configuration.
