Organizational Context

The primary goal of FAO Country Offices, led by the FAO Representative, is to support governments in developing policies, programs, and projects aimed at achieving food security, reducing hunger and malnutrition, promoting sustainable development in agriculture, fisheries, and forestry, and ensuring responsible use of environmental and natural resources. This role is based in Kampala, Uganda.

Reporting Structure

The Operations Analyst will report to the FAO Representative in Uganda and work under the direct supervision of the Operations Officer. They will also collaborate closely with the Operations Specialist and other technical, operational, and administrative staff.

Key Focus

The role involves supporting the execution of FAO Uganda’s project portfolio.

Key Responsibilities

- Assist the Operations team in developing and reviewing project budgets and proposals in compliance with FAO regulations, entering the necessary data into FAO’s Field Programme Management Information System (FPMIS).
- Help manage the overall project portfolio, including budget revisions and project closures, ensuring FAO’s Project Cycle Management guidelines are followed in all stages of project management and administrative tasks in FPMIS.
- Manage day-to-day operational aspects of projects, from initiation to financial and operational closure.
- Support programme colleagues with the complete submission of Procurement Requests (PRs) according to approved workplans and FAO Uganda procurement procedures.
- Assist programme teams in drafting, monitoring, and revising Agreements under MS507 and MS701, and help service providers submit certified financial reports with the required documents.
- Review Operational Fund Requests (OFRs) and provide feedback to ensure alignment with external and internal FAO procedures.
- Regularly update and share internal guidelines and templates with FAO Uganda personnel for various operational processes, including travel and procurement.
- Review transaction listings to identify outstanding commitments and follow up with relevant units for closure.
- Resolve operational challenges by reconciling expenditures, balances, and payments for daily transactions.
- Ensure timely action by project teams in procurement, human resources, financial and narrative reporting, and project opening and closure.
- Build FAO staff capacity in different operational modalities (e.g., cash transfers, beneficiary grants, vouchers, Letters of Agreement).
- Collaborate with the Operations team to create and maintain a database for LoAs, UN Agreements, OPAs, and vouchers to anticipate challenges and ensure efficient resource use.
