Participants in this programme will gain extensive leadership and management competencies that are essential for institutional transformation and systems-level change. Throughout a blended learning model (online and in-person components), participants will deepen their strategic understanding of global TVET developments, including digital transformation, greening TVET, and equity-oriented practices. They will also acquire practical tools for adaptive leadership, results-oriented planning, and policy implementation, and will develop a results-oriented action plan for change tailored to their context. Graduates of the programme will receive a Certificate of Completion from UNESCO-UNEVOC, access ongoing professional networks for continued exchange and collaboration, and benefit from exposure to international good practices that can enrich their institutional strategies. Participation fees are waived, and limited financial support for travel to the in-person segment may be available based on need and selection criteria.

To be eligible for the UNESCO-UNEVOC TVET Leadership Programme 2026, applicants must be mid- to senior-level professionals with significant experience and responsibilities in the TVET sector, skills development, or employment systems. Ideal candidates typically hold leadership, management, policy-making, monitoring, evaluation, or partnership development roles within TVET institutions, national or regional agencies, or related organizations, and are committed to driving meaningful change within their institutions and systems. A minimum of five years of professional experience in relevant fields is required, and applicants must be proficient in written and spoken English to actively engage with all elements of the programme. Candidates should also demonstrate the interest and ability to develop and implement an action plan for positive change, and have the support or endorsement of their institution or organization to participate fully, especially in follow-up implementation.
