Justice & Peace Netherlands has opened applications for human rights defenders at risk who are seeking temporary relocation and support through the Shelter City Netherlands programme. The initiative offers a safe and inspiring environment for activists and other defenders facing threats because of their peaceful work promoting human rights, democracy, and social justice. Applications for the upcoming programme cycle close on 2 August 2026 at 23:59 CEST.

Shelter City Netherlands is part of a global network of cities, organisations, and individuals committed to standing with human rights defenders who face pressure, intimidation, or security risks because of their work. Through the programme, selected participants receive a three-month temporary stay in one of 14 participating Dutch cities, where they can recover, strengthen their skills, access tailored support, build international connections, and develop strategies to continue their work safely after returning home.

The opportunity is open to a broad range of human rights defenders, including activists, journalists, independent media professionals, researchers, writers, artists, lawyers, civil society leaders, and others working peacefully to advance human rights and democratic values. From March 2027, selected participants will take part in a temporary relocation programme designed to provide protection, personal development, and opportunities to connect with new networks and allies.

As part of the initiative, one selected participant may also receive the Asser Institute Fellowship, available for English-speaking participants beginning in September 2027. Through this collaboration between Justice & Peace and the Asser Institute, the selected fellow will conduct a research project during the three-month stay and participate in relevant human rights research activities, discussions, lectures, and public or private events. Towards the end of the fellowship, they will present their research findings through an appropriate event.

To qualify, applicants must be working through non-violent methods and must be experiencing threats, risks, or significant pressure linked to their human rights work or activism. They should be willing and able to return to their home country after completing the three-month programme and have sufficient English communication skills to participate in training sessions, share their experiences, and engage with their host city. Applicants must also have a valid passport with at least 18 months of validity at the time of application or be willing to complete the necessary procedures to obtain one. Justice & Peace can support costs related to passport and visa procedures where applicable.

Applicants must not face any legal restrictions preventing them from leaving their country and should be prepared to begin their stay in the Netherlands around March 2027. During the selection process, additional considerations will include the potential impact of the programme on the applicant’s work, as well as maintaining diversity in terms of gender, region, and thematic areas. In exceptional cases, applications from defenders currently living outside their country of origin may also be considered.

The Shelter City Netherlands programme aims to give human rights defenders the space, resources, and connections needed to continue their important work in challenging environments. After the temporary stay, participants are expected to return home with renewed energy, knowledge, and stronger networks to support their ongoing efforts.

Applications must be submitted by 2 August 2026 at 23:59 CEST. Final participants will be selected by an independent commission, although acceptance into the programme does not automatically guarantee entry into the Netherlands, as visa decisions remain under the authority of the relevant immigration processes.
