Citizens' Action Against Corruption Activity Job Openings Announcement

About Us: ActionAid International Uganda (AAIU) is a Ugandan national development organization affiliated with ActionAid International, a global federation operating in 47 countries across Africa, Asia, Europe, and the Americas, striving for a just and sustainable world. Established in Uganda in 1982, AAIU has a presence in 15 districts and collaborates with partners across 39 districts, focusing on areas where the poor and vulnerable are most concentrated.

**About the Citizens’ Action Against Corruption Activity:**
Corruption in Uganda is widespread across all sectors, driven by impunity, citizen apathy, and social norms that enable it. Despite having policies and institutional frameworks to combat corruption, efforts have not successfully curbed the misappropriation of public resources or gained citizens' trust. AAIU's Citizens' Action Against Corruption project aims to empower citizens to lead anti-corruption initiatives and promote accountability through a multi-faceted approach. AAIU is seeking to fill nine (9) positions under this USAID-supported project, based in Kampala, Gulu, Kapchorwa, and Kumi.

Available Positions:

1. Accountability and Governance Officer (4 Positions)
Locations: National Office (1), Regional Offices (1 each in Gulu, Kapchorwa, Kumi)
Reports to: Field Programme Coordinator, with matrix reporting to the Monitoring, Evaluation, and Learning Coordinator (USAID Activity)
Summary: Lead the planning, implementation, monitoring, and evaluation of governance and accountability activities under the Citizens' Action Against Corruption project at the regional level.
Key Responsibilities:
- Oversee project activities at local and sub-national levels.
- Empower and support citizens' accountability initiatives.
- Establish partnerships with regional anti-corruption bodies and stakeholders.
- Facilitate evidence-based advocacy initiatives.

Qualifications:
Bachelor’s degree in Public Administration, Development Studies, Law, Political Science, International Relations, or related fields. Postgraduate qualification in related fields is a plus.
Experience:
At least 3 years in governance, anti-corruption, or social accountability programs.

2. Finance and Administration Officer (2 Positions)
Locations: Kampala, Gulu, or Kumi
Reports to: Activity Finance Manager with matrix reporting to the Field Programme Coordinator
Summary: Manage financial and administrative duties, ensuring compliance with USAID and AAIU policies and statutory requirements.
Key Responsibilities:
- Examine payment requests and financial transactions.
- Maintain financial records, prepare financial reports, and ensure compliance.
- Support project audits and procurement processes.

Qualifications:
Bachelor’s degree in Commerce, Business Administration, Financial Management, or Accounting. Professional qualification such as ACCA or CPA is required.
Experience:
At least 3 years in finance and administration roles within NGOs. USAID project experience is an advantage.

3. Communications and Digital Engagement Officer (1 Position)
Location: Kampala
Reports to: Chief of Party (CoP), with matrix reporting to AAIU Communications Officer
Summary: Provide leadership in communications and digital engagement, ensuring brand visibility and compliance with USAID and AAIU communication guidelines.
Key Responsibilities:
- Maintain media relations and coordinate media engagements.
- Build capacity for digital campaigns and communications on anti-corruption.
- Mobilize citizen groups for digital advocacy and social movements.

Qualifications:
Bachelor’s degree in Information Science, Journalism, Mass Communications, Media Studies, or related fields. A postgraduate qualification in multimedia or digital communication is an advantage.
Experience:
At least 4 years in communications or digital engagement roles within NGOs. USAID project experience is a plus.

4. Monitoring and Evaluation Officer (1 Position)

Location: Kampala, Gulu, or Kumi
Reports to: Monitoring, Evaluation, and Learning Coordinator
Summary: Develop and implement monitoring and evaluation systems for the Citizens' Action Against Corruption project, ensuring compliance with USAID and AAIU frameworks.
Key Responsibilities:
- Train staff in participatory M&E approaches.
- Lead project evaluations and contribute to CLA (Collaborating, Learning, and Adapting) activities.
- Facilitate the measurement of project progress against performance indicators.

Qualifications:
Bachelor’s degree in Social Sciences, Economics, or Statistics. Postgraduate training in M&E, Data Management, or related fields is an advantage.
Experience:
At least 3 years in M&E roles within donor-funded projects, preferably USAID.

5. Project Driver (1 Position)
Location: Kampala
Reports to: Human Resource and Administration Officer
Summary: Provide transportation, administrative, and logistical support to project staff and stakeholders, ensuring compliance with USAID and AAIU policies.
**Key Responsibilities:**
- Transport staff and stakeholders to various destinations.
- Maintain project vehicles and motorcycles.
- Assist with administrative tasks and deliver correspondences.

Qualifications:
Diploma in a related field, with a valid driver’s permit (Class B, DL, DM, and A). Training in financial and logistics management is an advantage.
Experience:
At least 3 years of driving experience in NGOs or government organizations.
