SCP5 further aims to influence governments, donors, and global stakeholders to shift resources toward family care initiatives.
This platform is implemented across CRS programs worldwide, aiming to impact global practices, policies, and resource allocation in favor of family support. A key initiative of the platform, *Changing the Way We Care℠*, advances a global movement to prevent children from entering residential care and to place children in nurturing family environments. So far, this initiative has been active in five demonstration countries: Kenya, Guatemala, Moldova, Haiti, and India.
Job Summary
The SCP5 Child Protection & Care Technical Advisor III will offer technical guidance to SCP5 demonstration countries and the *Changing the Way We Care (CTWWC)* initiative in Kenya, while facilitating knowledge exchange and learning across programs in the Southern & East Africa region. This role involves working closely with CTWWC team members, particularly technical advisors, to ensure that shared learning across countries enhances influence efforts.
The advisor will contribute to strategic development and provide expertise in child protection and care system reform, including family strengthening, at the country, regional, and global levels. This support will align with CRS' program quality principles, donor requirements, and industry best practices. The advisor will work with Technical Advisors and Country Program teams to enhance the delivery of high-quality programming. Their expertise and influence will play a key role in shaping the effectiveness, adaptability, and innovation of CRS’ child protection and care initiatives across Eastern and Southern Africa.

Additional Information
- Master's degree in social work, social sciences, or a related field.
- At least seven years of experience in child protection and care system reform, with increasing responsibility, preferably with an international NGO. Three of these years should involve work as a technical advisor or program manager across multiple countries or regions on child protection and care reform or multi-sectoral projects with child protection components.
- Proven experience in designing, implementing, and providing technical support for care reform initiatives, child protection system strengthening, family strengthening, alternative care, and/or social service workforce strengthening, particularly in low-resource settings.
- Strong grasp of technical principles and concepts in child protection and care reform, with a solid understanding of related fields to ensure a comprehensive, cross-sectoral approach.
- Proven success in contributing to business development efforts, securing funding from public or private donors for child protection and care reform projects.
- Experience in creating curricula, guidelines, tools, and other resources to support child protection and care reform interventions.
- Demonstrated ability to build the capacity of others and transfer knowledge effectively through training, coaching, and mentoring for diverse audiences.
- Experience with program monitoring and evaluation, including developing indicators, designing data collection tools and methodologies, analyzing data, and presenting findings.
- Ability to represent the organization in meetings with donors, governments, international NGOs, and local partners, with a solid understanding of partnership principles.
- Proficiency in MS Office (Excel, Word, PowerPoint, Outlook, Teams) and web conferencing tools. Strong understanding of information management systems, budget management, and knowledge-sharing networks.
- Fluency in English is required, with fluency in French preferred.
**Travel** - Must be willing and able to travel 30-40%.
