Applications are now open for the 2027 DAAD Helmut-Schmidt Programme, a fully funded scholarship initiative that supports talented graduates from developing and emerging countries who aspire to contribute to good governance, social justice, and sustainable development in their home countries.
Funded by Germany’s Federal Foreign Office and administered by the German Academic Exchange Service (DAAD), the programme offers outstanding students the opportunity to pursue a master’s degree at selected German universities in fields closely linked to public policy, governance, economics, law, and administration.
About the Programme
The Helmut-Schmidt Programme is designed to prepare future decision-makers and public sector leaders by providing advanced academic training combined with practical knowledge and international exposure.
The scholarship supports postgraduate study in disciplines that play a critical role in strengthening democratic institutions, promoting equitable development, and addressing social and economic challenges across the Global South.

Additional Requirements
Candidates should note the following:
- The most recent university degree must generally have been awarded within the last six years.
- Applicants who already hold a master’s degree must provide strong justification for pursuing additional postgraduate studies.
- Individuals who have spent more than 15 months outside eligible countries during the specified period may not qualify.
- Programme-specific admission requirements must also be met.
Language Requirements
Language proficiency requirements differ according to the chosen master's programme. Applicants should carefully review the requirements of their preferred courses and provide the necessary language certificates.
Application Process
Applicants may apply for up to two participating master’s programmes.
To apply:
- Complete the DAAD application form.
- Prepare a motivation letter explaining academic goals, professional aspirations, and course preferences.
- Gather all required supporting documents.
- Submit the application package directly to the selected master's programme(s).
Applications must be submitted in either English or German.
Shortlisted candidates will later be invited by DAAD to upload their documents through the official DAAD portal.
Selection Process
Applications will be evaluated by a committee consisting of university representatives and DAAD officials.
Selection criteria include:
