Applications are routed through the so-called Partner Committees that exist in these nations. Only in rare circumstances may applications from foreign nations be taken into consideration.

Academics and postgraduates with professional experience in their native countries who are interested in research stays or postgraduate studies in Germany are eligible to apply for the KAAD Scholarship Program. Particularly for PhD theses, the selection board frequently gives preference to courses and topics that are important to the applicant's native nation. The regional partner committees oversee the program's administration.
