Applications are now open for the German Bundestag International Parliamentary Scholarships (IPS) 2027, a fully funded professional exchange programme designed for young African graduates interested in democratic governance, public leadership, and parliamentary systems.

The initiative, organised by the German Bundestag, provides selected participants with an opportunity to experience Germany’s political institutions first-hand while strengthening democratic engagement across Africa.

About the Programme

The International Parliamentary Scholarships (IPS) programme brings emerging leaders from Sub-Saharan Africa to Berlin for an intensive learning experience focused on parliamentary democracy and political decision-making.

Since 2020, the programme has supported politically and socially engaged young professionals seeking to contribute actively to democratic development and civic participation in their home countries.

Participants gain direct exposure to legislative work, governance processes, and democratic institutions within Germany’s parliament.

Programme Structure

The scholarship combines practical experience with academic and professional training:

• One-week placement in the office of a Member of Parliament
• Shadowing parliamentary staff and observing political workflows
• Workshops on democracy, pluralism, and governance
• Anti-corruption and intercultural dialogue training
• Project management sessions supporting democracy initiatives
• Discussions on minority protection and civic responsibility

Fellows are encouraged to develop project ideas aimed at strengthening democratic institutions and civil society engagement in their respective countries.
