Applications are now being accepted for the Youth Delegation to the 2025 World Forum for Democracy. This global platform brings together political leaders, civil society actors, and changemakers to explore strategies for strengthening democratic systems around the world. The upcoming edition will focus on the pressing topic: “Democracy at risk: how can we revive it?”
In 2025, the Forum will examine the growing disconnection between citizens and democratic institutions—a divide that threatens the very foundation of democratic societies. As trust in public systems declines, civic engagement, including voting and participation in public discourse, tends to diminish. This disengagement creates fertile ground for authoritarian tendencies, where populist leaders may erode the checks and balances essential to protecting civil liberties such as freedom of expression and association. The Forum seeks to respond to this crisis by cultivating innovative ideas and collective action.
The event is held annually and offers a dynamic mix of keynote addresses, interactive sessions, and collaborative workshops. These gatherings serve as both a space for critical discussion and a launchpad for initiatives that aim to inspire lasting democratic change. Participants will also have the chance to form networks and alliances that may drive real impact beyond the Forum itself.
Delegates selected for the youth programme will convene two days before the Forum begins, meeting at the European Youth Centre in Strasbourg. This preparatory phase will introduce them to the Council of Europe’s work in youth engagement, provide space for collaboration and idea development, and offer guidance on navigating the Forum’s diverse sessions. Participants will also choose from a range of thematic events and activities based on their interests.
Once the Forum officially opens, youth delegates will attend major sessions in the prestigious Palais de l’Europe and will be active contributors to breakaway sessions, hands-on workshops, and smaller side events. Depending on their skills and interests, participants may take on roles such as facilitators, panelists, or rapporteurs during various parts of the programme.
The initiative aims to select up to 50 young changemakers from across the globe, reflecting a broad spectrum of backgrounds and experiences. Applicants are expected to be deeply engaged in democratic activism or civil society work, especially efforts aimed at reimagining democratic practices in creative ways. While individuals from all contexts are encouraged to apply, those already recognized within the Council of Europe’s youth networks for their efforts in democratic engagement may receive priority consideration.
Ideal candidates will be between 18 and 30 years old, fluent in English, and passionate about contributing ideas to restore democratic values. They should be ready to fully commit to both the preparatory phase and the Forum itself, arriving in Strasbourg on November 2nd and departing on November 8th, 2025.
All selected participants will have their travel and visa costs reimbursed, provided they attend the entire programme. In special cases, travel can be arranged in advance. Accommodation and meals will be fully covered by the Council of Europe for the full duration of the stay. Delegates will be hosted at the European Youth Centre in Strasbourg, a facility equipped to support inclusive participation and meet the needs of delegates with disabilities or other special requirements.
