Funding of EUR 8.000.000 : Submit Proposals for the Environment and Climate Action (LIFE) Programme

Proposals for the Environment and Climate Action (LIFE) Program are being accepted by the European Commission (EC).

Program Overview
The LIFE Programme is the European Union's initiative for Environment and Climate Action. It plays a significant role in achieving the European Green Deal's goals, which are to:

  • Transform the EU into a just and prosperous society with a modern, resource-efficient, and competitive economy. This includes achieving net-zero greenhouse gas emissions by 2050 and decoupling economic growth from resource use.
  • Protect, conserve, and enhance the EU’s natural capital while safeguarding citizens' health and well-being from environmental and climate-related risks.

Objectives
Technical assistance projects within the LIFE Programme aim to build capacity by supporting public bodies responsible for its implementation. These projects focus on improving participation and the quality of proposals from eligible countries, with an emphasis on increasing the involvement of various organizations in LIFE calls. The objective is to encourage more applications for standard action projects, coordination and support actions, strategic integrated projects, and strategic nature projects. Through this initiative, Member States and countries associated with the LIFE Programme can receive EU funding to enhance their ability to assist potential beneficiaries in LIFE calls.

Only public bodies responsible for implementing the LIFE Programme in eligible Member States or associated countries may apply for capacity-building projects. While consortiums can include additional entities, their participation must be justified by the project’s objectives. In principle, the project should be led by the public body overseeing LIFE implementation, with LIFE National Contact Points closely involved.

Priorities
The LIFE Programme contributes to key priorities through its four subprogrammes, focusing on:

  • Enhancing and integrating efforts to halt and reverse the loss of wildlife habitats and species across all sectors.
  • Supporting the transition to a circular economy and improving the quality of the EU's natural resources, such as air, soil, and water.
  • Supporting the EU’s 2030 energy and climate policy framework, its climate neutrality target for 2050, and the new strategy for adapting to climate change.
  • Building capacity, driving investments, and supporting policies on energy efficiency and small-scale renewable energy.

Structure of the LIFE Programme
The LIFE Programme is organized into two main areas, each with two sub-programmes:

  • Environment
    • Nature and Biodiversity
    • Circular Economy and Quality of Life
  • Climate Action
    • Climate Change Mitigation and Adaptation
    • Clean Energy Transition

Eligibility Criteria
**Activities may include:**

- **Targeted Communication Campaigns**: Tailored communication campaigns about the LIFE Programme aimed at public authorities at the national and local levels, including municipalities, provinces, environmental protection agencies, and public research institutions. These campaigns may also target private sector stakeholders relevant to the programme.

- **Training for National Contact Points**: Organizing training activities for the staff of National Contact Points, as well as facilitating exchanges with more experienced staff from other countries’ National Contact Points.

- **Workshops on Proposal Writing**: Conducting customized workshops on developing strong proposals, assisting applicants in forming (transnational) consortia, and providing training on key performance indicators (KPIs) monitoring.

- **National Priorities Screening**: Screening national environmental and climate action priorities to support the development, implementation, monitoring, and enforcement of relevant EU legislation through LIFE projects.

- **Gap Analysis and Policy Uptake Assessment**: Assessing the policy uptake of LIFE project results and identifying any gaps.

**Expected Impact**
The aim is to enhance the participation and quality of proposals submitted under LIFE calls by applicants from eligible countries. This includes all types of projects, with particular focus on standard action projects, coordination and support actions, strategic nature projects, and strategic integrated projects. The capacity-building technical assistance will help countries facilitate the involvement of relevant national entities in the EU programme. Where possible, the impact on increased participation or improved proposal scoring should be evaluated.

**Eligibility Criteria**
**Eligible Participants (Countries and Entities)**
To be eligible, applicants (including beneficiaries and affiliated entities) must:

- Be legal entities (either public or private bodies).
- Be established in one of the eligible countries: EU Member States or non-EU countries associated with the LIFE Programme.

**Specific Cases**
- **Natural Persons**: Generally, natural persons are not eligible, except for self-employed individuals (sole traders) where the company does not have a legal personality separate from the person.

- **International Organisations**: International organisations are not eligible. The eligibility rules for countries do not apply to them.

- **Entities Without Legal Personality**: Entities that lack legal personality under national law may participate in exceptional cases, provided their representatives can undertake legal obligations on their behalf and offer guarantees protecting EU financial interests equivalent to those offered by legal entities.

- **EU Bodies**: EU bodies (excluding the European Commission Joint Research Centre) are not eligible to be part of the consortium.
