Following the launch of the Third Call for Proposals (CfP3) for the Climate Action Window (CAW) at COP 29, eligible beneficiaries are invited to submit applications for funding under the Technical Assistance (TA) Sub-window.

The CAW is designed to accelerate climate action in Africa's least developed countries, with a focus on aligning projects with the objectives of the Paris Agreement. It is divided into three sub-windows: adaptation, mitigation, and technical assistance (TA), with funding allocated as follows: 75% for adaptation, 15% for mitigation, and 10% for TA. Each sub-window is launched through separate calls for proposals.

The Third Call for Proposals will specifically target the Technical Assistance (TA) Sub-window, which is intended to support project preparation, capacity building, and the expansion of green finance initiatives. The goal is to improve the bankability of climate projects and foster the development of Paris Agreement-aligned strategies, such as Long-Term Strategies (LTS), Nationally Determined Contributions (NDCs), and National Adaptation Plans (NAPs). Proposals should incorporate gender considerations and focus on underserved and vulnerable communities.

Proposals funded under the CfP3 Technical Assistance Sub-window must align with the Paris Agreement, with an emphasis on preparing projects for climate finance and investment. The CAW will prioritize activities that address barriers to project bankability—such as gaps in knowledge, technology, and capacity—and those that prepare climate projects for future implementation. The main objective of the proposals should be to provide technical assistance.

These TA projects should focus on enhancing climate resilience, strengthening adaptive capacity, and addressing climate vulnerabilities at the systemic level. Proposals must demonstrate how the technical assistance will help build resilience to climate impacts, reduce risks from climate change (such as extreme weather events), and capitalize on opportunities for both adaptation and mitigation. The CAW will prioritize projects with transformative and impactful outcomes, especially those that include gender, youth, and underserved communities in fragile settings.

Eligible beneficiaries are encouraged to complete the concept note template for the CfP3 Technical Assistance Sub-window via the online portal. The application process involves registration, answering eligibility questions, and accessing the Concept Note Template. Applications may be submitted in English or French. Please ensure all sections of the template are fully completed, as incomplete submissions will not be considered.

This call for proposals represents a significant effort to mobilize resources for climate action across Africa, addressing critical preparation needs in key sectors such as agriculture, water access, energy, transport, and sustainable finance.
