Support Vocational Education and Training (VET) and Skills Development in Africa – Submit Proposals

Funding for VET projects that take an opportunity-driven approach is made available by the Support Vocational Education and Training (VET) and Skills Development Program. These projects address real job opportunities that arise from EU investments, trade, the development of (regional) value chains, and other market dynamics in particular Global Gateway priority areas.

Goals
Funding the implementation of (regional) VET interventions in response to specific job possibilities resulting from (EU) investments, trade, the development of (regional) value chains, and other market dynamics is the aim of the Call for Proposals (CfP) under the Global Gateway (GG). The suggested VET interventions that are supported by the CfP have to be in line with the fundamental idea of reverse-engineered VET, which is to identify specific job potential as the first step in a focused VET intervention.

The ultimate beneficiaries of the interventions funded by the Call for Proposals (CfP) are:
- The working-age population in Sub-Saharan African countries, with a focus on women, youth aged 18 to 35, and disadvantaged groups, who benefit from skills development or vocational education and training (VET) programs connected to European investments, particularly in the Green Growth (GG) sector, leading to tangible and decent employment opportunities.
- Local companies engaged in the selected value chains or sectors related to Green Growth, which benefit from access to a skilled workforce.

Program Benefits
The project proposals should have a total budget of one to two million euros.
Eligibility Criteria
They welcome applications from individual organizations as well as those intending to implement projects in collaboration with other stakeholders as part of a consortium. In consortium cases, only one organization (the lead organization) is permitted to apply on behalf of the consortium and act as the potential contractual partner.

An organization may submit multiple proposals and can receive more than one grant, either as the lead organization, a consortium member, or an individual entity. Proof of eligibility for each criterion must accompany the application.

Eligible applicants include private sector networks (business organizations, associations), private companies, foundations, government entities, non-governmental organizations (NGOs), civil society organizations, public and private vocational education and training (VET) providers, and regional or international organizations.

Organizations must have legal status in one of the following regions:
- A European Union (EU) member state
- Iceland, Liechtenstein, Norway, Switzerland, or the United Kingdom
- An eligible Sub-Saharan African (SSA) country

The project’s objective must align with GIZ’s mission to promote international cooperation for sustainable development and education. Eligible legal entities include:
- Public legal entities
- Non-German private organizations not subject to limited tax liability in Germany, headquartered in the EU/EEA, Switzerland, the UK, or eligible SSA countries
- Non-German organizations (public or private) subject to limited tax liability in Germany, headquartered in Switzerland, the UK, or eligible SSA countries
- Non-German private organizations subject to limited tax liability in Germany, headquartered in the EU/EEA, and recognized as non-profit by German tax authorities (a current certificate of this status must be provided)
- German private organizations with non-profit status (a current certificate from the responsible tax authority is required)
