UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide.

Context

The United Nations Entity for Gender Equality and Women’s Empowerment (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Uganda Country Office is in the second year of implementing its Strategic Note-2022-2025 which is fully aligned to the NDPIII 2020/21-2024/25, Uganda Vision 2040 and the UNSDCF 2021-2025 for Uganda. The UN Women Ending Violence against Women and Girls (EVAWG) portfolio is being implemented with funding from the Government of Sweden involving a 5-year Joint Programme on Gender based Violence to contribute to the elimination of Gender Based Violence and improvement of Sexual Reproductive Health Rights of women, girls, boys and men including disadvantaged and vulnerable populations in Uganda. The multi-year Programme is implemented in partnership with the Government of Uganda and Civil Society Organizations in the districts of: Abim, Amuria, Kaabong, Kaberamaido, Kiryandongo, Kotido, Napak, Nakapiripirit, Pader, Yumbe, Moroto, Gulu, Bundibugyo and Kampala the operational district. The EVAWG portfolio is further being Complimented by the following Programmes: The Gender for Development Uganda (G4DU) Action which is a successor programme to the EU-UN Spotlight initiative in Uganda(July 2018- December 2022) aimed at reducing SGBV and promoting SRHR at national and sub-national level, including in and out of schools, through enhanced coordination and support to institutional strengthening for the implementation of laws and policies, engagement of civil society and institutions for equitable social norms, behaviors and attitudes, and enhanced capacities for the delivery of integrated and multi-sectoral prevention and response services; and Women and Girls Access to Justice through Effective, Accountable and Gender-Responsive Institutions funded by Austrian Development Cooperation implemented to strengthen integrated Service Delivery and Accountability Systems for managing GBV cases across the Justice Law and Order Sector (JLOS) from entry to exit, and upgrade five selected High Court Circuits and Chief Magisterial areas in to Regional Centers of Excellence. The Country office continue to generate critical programme results accompanied by knowledge products, advocacy materials, and innovations and transformative approaches for the engagement of stakeholders. The programme therefore seeks to bolster its communication efforts, fundraising, and advocacy to counter the surge in cases of VAWG in the Country. The communication Specialist will help to document and provide increased visibility for EVAWG interventions under the EVAWG Programmes. Under the direct supervision and guidance of the EVAWG team leader supported by the CO Communications Specialist, Uganda Country Office therefore seek to recruit a National UNV Communication Specialist who will collaborate closely with the Country Office Communication Team, Regional community of practice on EVAWG and HQ EVAWG focal points to ensure EVAWG programme communications strategies, media and outreach efforts are aligned with corporate communications policies and initiatives.

Task description

Under the direct supervision and guidance of the EVAWG team leader supported by the CO Communications Specialist, the Communication and Advocacy Specialist will substantially contribute to advocacy and brand recognition of UN Women and bring to scale dissemination of programme information, results, resource mobilization, campaigns initiatives, donor relations initiatives and visibility of EVAWG programme efforts in Uganda by preforming the following tasks. 1. Develop and produce multimedia materials and resources. • Develop and implement an EVAWG Communications Plan in accordance with UN Women CO Communication Strategy and Resource Mobilisation Strategy. • Contribute to UN Women Uganda Knowledge Management portfolio in the following areas: profiling and widely share EVAWG Best Practices, and innovations in Uganda under the EVAW programme. • Produce and disseminate Quarterly Newsletters for the Ending Violence Against Women (EVAWG) Unit in Uganda. The quarterly newsletters profile UN Women EVAWG Programme work, to keep donors, development partners and other key stakeholders up to date with quarterly achievements and is to be shared at the end of every Quarter. • Maintain a strong presence of Uganda Country Office EVAWG programme results in the UN Women global communication space and community of practice. • Contribute to the visibility and advocacy sections of 4 annual reports: UN Women Country Annual Report and Donor Reports 2. Support web related activities and events • Lead Planning, preparation, and execution of key gender equality events such as 16 Days of Activism, International Women Day, International Rural Day, procurement, Development of a social Media plan and contribute social media materials as well as a posting pack for all UN agencies and stakeholders. • Input into in-country UN Women/UN system corporate and local campaigns and special events • Contribute to Planning, preparation, and execution of an EVAW Donor Round Table • Scan media landscape and reporting on EVAWG. • Maintain contact with local media houses and players with the aim to EVAWG reporting. 3. Document good practices and lessons learnt from the different EVAW interventions. • Production of booklets profiling EVAWG Best Practices in Uganda under the EVAW programme • Conduct field work to document good practices human-interest and feature stories; success stories and produce communication, campaign, periodic feature stories in the dailies and advocacy materials on prevention and response to VAWG for dissemination to various audiences and via media channels. • Create a digital repository of photos, video documentaries that relate to VAWG and other CO thematic program that demonstrate results. 4. Integrate innovations into implementation of EVAWG programme. • Provide Communications Capacity Building on social media engagement for UN Women staff and EVAW IPs. • Support UN Women and EVAW partners to develop new and innovative content for use on their social media platforms to enhance dissemination of information on VAWGs, SRHR and harmful practices. • Support regional capacity building for EVAW Communications, through supporting ESARO-led trainings on best practices taken from Uganda. • Train program and IP staff in ethical interviewing, story writing, photography, and documentation of promising practices • Develop new and innovative content to boost UN Women presence on digital landscape and social media content as relates to the EVAWG Programme • Contribute to EVAWG specific bulletins, newsletters, commentaries, and blogs to the UN Women African Regional and global website. 5. Any other administrative support as required by supervisor including: • Contribute to drafting of Talking Points for the Country Office leadership who need to speak at events or with media. • Maintain communication housekeeping: regularly updating media contacts list (link), general stakeholder list, which is used to distribute our newsletter. • Updating programme briefs • Develop Mission TOR, Mission Report, assemble documents for communications related missions
