FULLY FUNDED: Apply for the International Centre for Local Democracy Women’s Political Leadership Programme 2026 for women

Applications are now being accepted for the 2025 edition of the Women’s Political Leadership Programme, hosted by the International Centre for Local Democracy (ICLD). This intensive 12-month initiative is designed to enhance the leadership abilities of women holding active positions within regional or local government structures in countries classified under the OECD-DAC list for development assistance. The focus is on empowering individual women leaders while also promoting the broader inclusion of underrepresented groups in governance. The training is grounded in democratic principles such as fairness, civic participation, openness, and institutional accountability, with the ultimate aim of reinforcing democratic systems by equipping women to lead effectively and serve as inspirational role models within their communities and beyond.

This programme is conducted in collaboration with the Swedish Association of Local Authorities and Regions (SALAR), drawing from Sweden’s long-standing commitment to gender equality and participatory governance. Participants benefit from access to tailored leadership development tools and experiential learning opportunities, including personalized mentorship and a study exchange in a Swedish municipality. However, eligibility is strictly limited to women currently holding public office in their local or regional governments—specifically those serving in leadership roles such as mayors, deputy mayors, governors, or deputy governors.

To ensure fairness and neutrality during electoral processes, countries scheduled to hold local elections during the year of the programme—particularly between August and December—may be temporarily excluded from participation. The initiative is delivered entirely in English, so a strong command of the language is necessary for effective engagement. Furthermore, due to the demands of international travel and extended periods of training abroad, participants must be in good physical health and capable of working independently in unfamiliar settings.

Those selected for this opportunity will undergo advanced learning in leadership strategies, communication, and planning. They will connect with peers from diverse political and cultural backgrounds, strengthening their global outlook and building regional alliances. Each participant will also receive mentorship from a Swedish counterpart, culminating in a three-day observational visit to a Swedish local government, where they will witness firsthand the practical applications of inclusive governance.

The programme covers all major costs, including course materials, accommodation, meals, study trips, and international flights. However, participants or their institutions are responsible for covering personal expenses unrelated to the programme. By participating, municipalities and regional governments not only strengthen their leadership teams but also contribute to the global effort to advance the Sustainable Development Goals through inclusive and accountable local governance.

Eligible Countries
The programme is open to women holding elected or appointed roles in local or regional government across all OECD-DAC listed aid-recipient countries, though any country undergoing local elections between August and December of the programme year is temporarily ineligible. Eligible participants may come from a diverse range of nations in Africa—such as Kenya, Uganda, and Nigeria—Asia and the Pacific—like Indonesia, Nepal, and Bangladesh—Latin America and the Caribbean—including Guatemala, Haiti, and Honduras—as well as countries in the Middle East and North Africa such as Tunisia or Jordan. Several Eastern European and Central Asian nations, including Ukraine and Kyrgyzstan, may also participate, along with Small Island Developing States facing climate and development challenges. In essence, women leaders from any qualifying OECD-DAC country without concurrent local elections are invited to apply.
