The fellowship provides an annual stipend of HK$340,800 (approximately US$43,690) and a conference and research-related travel allowance of HK$14,200 per year for up to three years. Awardees who require more than three years to complete their PhD may receive additional support from their chosen universities. Additionally, the fellowship offers a waiver of tuition fees and other institutional fees for the entire normative study period. For the 2026/27 intake, all HKPFS awardees will also receive the HKU Presidential PhD Scholarship, which includes a cash award to support research and living expenses, as well as financial support for an additional year of study beyond the normative study period to reward outstanding research output and progress.

Applicants must be seeking admission as new full-time PhD students at one of the eight participating universities. There are no restrictions based on nationality, prior work experience, or ethnic background. Candidates should demonstrate outstanding academic performance, research ability and potential, and strong communication and interpersonal skills. Applicants must apply separately to the universities of their choice and obtain an HKPFS Reference Number through the RGC’s HKPFS Electronic System.
