The Swedish Embassy in Uganda is seeking a National Program Officer (NPO) to play a key role in advancing Sweden’s development cooperation priorities in Uganda, particularly in the areas of health and sexual and reproductive health and rights (SRHR).

The Swedish Embassy in Kampala serves as Sweden’s official diplomatic mission in Uganda, representing Swedish policies and promoting development collaboration, trade, cultural relations, and migration services. English is the main working language. Within its development cooperation efforts, the Embassy aligns its activities with Sweden’s 2025–2029 strategy, which emphasizes democracy, human rights, climate action, gender equality, inclusive health systems, and sustainable economic development.
Role Overview: National Program Officer – Health & SRHR
This position falls under the Development Cooperation Section and focuses on supporting Sweden’s initiatives aimed at improving access to quality health care and advancing SRHR for vulnerable populations in Uganda. The selected officer will work collaboratively within a team, managing partnerships, facilitating program implementation, and contributing to strategic development within these sectors.
Primary Responsibilities
Program and Partnership Oversight
- Manage funding agreements and partnerships within health, SRHR, and gender-based violence (GBV), including assessment, risk evaluation, monitoring, and partner engagement.
- Oversee Sweden’s assistance programs enhancing access to essential healthcare and SRHR services.
- Ensure alignment with internal policies and compliance standards.
Stakeholder Engagement and Representation
- Act as a liaison and lead discussions with implementing partners, government entities, and donors.
- Represent Sweden in sector coordination platforms such as the Health Development Partner Group and the SRHR working group.
- Support the Embassy’s advocacy efforts on health and rights.
Strategic and Policy Input
- Monitor sectoral trends and contribute to strategic planning and program efficiency.
- Remain current on developments in health, reproductive rights, and gender issues.
Communication and Public Engagement
- Report on regional and national SRHR and health trends.
- Collaborate on public diplomacy and communication outputs, including digital content and public events.
Key Competencies
- Proficient in program management, including budgeting, partner assessments, and reporting.
- Skilled in strategic communication, content creation, and advocacy.
- Excellent command of English, both written and verbal.
- Able to manage complex workloads, meet deadlines, and collaborate effectively in diverse teams.
This role requires a motivated self-starter capable of working independently and navigating high-pressure situations with professionalism and diplomatic tact.
Employment Terms
- Contract Type: Permanent (with a six-month probation period)
- Start Date: Preferred commencement is August 11, 2025
- Compensation: Competitive and based on the Embassy’s local employment terms

Additional Information
Holds a degree in public health, gender studies, development, social sciences, or a closely related field.
Professional Experience
Has at least five years of relevant work in SRHR, maternal health, adolescent health, and rights-based approaches.
Prior experience with bilateral donors, international NGOs, or multilateral organizations is preferred.
