Applications are now being accepted for the 2026/2027 International Service for Human Rights (ISHR) Human Rights Advocates Program (HRAP). Established in 1989, this initiative draws on the academic strengths of Columbia University as well as the rich network of non-governmental organizations, policy institutions, and international bodies based in New York City. The program is designed to equip human rights defenders with academic enrichment, practical training, mentorship, and strong professional connections. Participants take part in seminars, university-level courses, and workshops led by experts from prominent human rights organizations, while also engaging with policymakers, donors, and fellow advocates. This environment allows them to share experiences, critically reflect on their strategies, and develop long-term advocacy plans.

The program is intended for grassroots activists who are directly involved in human rights work at the community level. Applications from individuals in high-income countries are generally not considered, unless the candidate represents marginalized or underrepresented populations. Strong proficiency in English is essential for participation. While holding a bachelor’s degree is considered an advantage, it is not a mandatory requirement. Those who have not previously studied or traveled abroad are given priority. In addition, applicants must present an endorsement letter from their home organizations, confirming both their support and the advocate’s commitment to return and continue their work after completing the program.

HRAP seeks advocates engaged in critical human rights issues such as gender and sexual violence, minority protection, LGBTQI+ rights, labor and workers’ rights, indigenous rights, migration and displacement, health and social justice, environmental sustainability, disability inclusion, and corporate accountability. Selection is based on the candidate’s proven experience in human rights advocacy, dedication to the field, and ability to succeed in advanced study environments. The program does not consider applications from government employees, academics, or full-time students, and gives preference to individuals working full time while leading advocacy initiatives.

ISHR works diligently to provide financial assistance for successful applicants. While efforts are made to cover the costs of participation for all selected candidates, there may be cases where shortlisted participants are asked to secure their own funding if external resources are unavailable. The upcoming cohort is expected to begin the online component in November and December 2026, followed by in-person engagement in New York from mid-January to mid-May 2027. However, these dates remain flexible and may be adjusted by ISHR if necessary.
