The ITU Secretary-General will select and appoint 12 outstanding individuals from 6 ITU regions (2 per region). Prospective candidates are required to complete an expression of interest form and satisfy the following criteria:

- Age between 18 to 30 years old
- Demonstrated dedication to ITU's vision
- Proven track record of impactful contributions to advancing fair, affordable, universal, innovative, and secure connectivity
- Leadership or participation in STEM-related research, publications, or organizations
- Sound understanding of technology and international ICT policies
- Expertise in STEM fields, particularly in emerging technologies like AI, space economy, cybersecurity, infrastructure, e-waste, circular economy, and leveraging digital technologies for climate change efforts, among other priority areas for ITU
- Advocacy for youth, technology, and Sustainable Development Goals
- Evidence of successful involvement in STEM projects, research, publications, recognition, presentations at conferences
- Capacity to serve on an individual basis, setting aside organizational and national affiliations
