The Green Climate Fund (GCF) stands as the largest global climate finance institution dedicated exclusively to supporting developing nations. Originating from agreements made at the 2010 Cancun COP, the Fund was established as part of the UNFCCC’s financial framework and plays a key role in implementing the Paris Agreement.

GCF is committed to advancing bold climate action through system-wide transformation and high-impact programs in the Global South.

With a current investment portfolio valued at around USD 18 billion, GCF facilitates the shift toward low-carbon and climate-resilient development. This is achieved through collaborations with more than 150 accredited partners, enabling the implementation of roughly 300 projects in over 130 developing countries.

Since 2013, the Fund has been headquartered in Songdo, South Korea, enabling closer collaboration with its primary stakeholders. During its forty-first meeting (B.41/10), the Board approved a plan to establish regional offices to enhance local engagement and operational reach (B.41/10). Following the adoption of guidelines at its forty-second meeting (B.42), the Secretariat is now inviting applications from countries and cities interested in hosting these regional hubs.

Non-Annex I Parties to the UNFCCC with cities classified as A or B per the International Civil Service Commission hardship classification are invited to submit proposals to host GCF regional offices and an outpost by 19 September 2025.

The objective is to select an initial set of host countries/cities in which to establish regional offices and an outpost as part of GCF regional presence.

Proposals will be assessed based on eligibility and evaluation criteria outlined in the terms of reference.

Key dates

• To facilitate planning and effective coordination of the selection process, countries that intend to submit a proposal are kindly requested to notify the Secretariat of their intention to do so by 15 August 2025.
• Final proposals must be submitted by 19 September 2025.
