FULLY FUNDED TO GERMANY: Apply for the DAAD Helmut—Schmidt Programme Master’s Scholarships 2025/26

Applications are currently being accepted for the 2026 edition of the Helmut-Schmidt Master’s Scholarships, a program supported by DAAD and funded by the German Federal Foreign Office. This initiative is tailored for aspiring professionals from countries considered developing or emerging, particularly those who are passionate about driving democratic reforms and advancing social equity within their home nations. The scholarship provides an opportunity to pursue a Master’s degree in subjects essential to governance and development, such as public administration, law, economics, and political science. Selected applicants are expected to become catalysts for positive change upon returning to their countries.

The program is designed for candidates who have already completed an undergraduate degree in relevant fields and ranked within the top third of their class. To be eligible, applicants must also demonstrate relevant hands-on experience—whether through work, internships, or social engagement—that reflects their commitment to political, social, or economic transformation. They must show strong motivation to apply their academic training toward the betterment of their regions. Applicants should also ensure that their most recent academic qualification was awarded no earlier than January 2019, and they must not have lived in non-DAC-listed countries for more than 15 months before applying. Individuals who already hold a Master’s degree must clearly justify the need for another postgraduate program.

Successful candidates will begin their studies in selected English-taught Master’s programs at German universities in September or October 2026. In addition to academic training, they will receive ongoing mentorship and take part in exclusive events and workshops meant to enhance their educational journey. Interaction with other international scholarship recipients is strongly encouraged throughout the duration of the program.

Recipients of the scholarship will receive monthly financial support currently set at €992. Additional provisions include health insurance while in Germany, travel stipends for international relocation, funds to support research and academic materials, and where applicable, rental and family allowances. All awardees are required to take part in a preliminary German language course lasting up to four months prior to starting their academic studies. For those enrolled in the “Social Protection” Master’s course, which combines online and in-person learning, a reduced monthly allowance of €500 is provided during the final semester, which is completed remotely from the student’s country or another developing region.

Selected candidates will receive a comprehensive scholarship package that includes a monthly stipend of €992 to support living expenses throughout their studies in Germany. In addition, health insurance coverage will be provided for the entire duration of the program. The scholarship also covers travel costs to and from Germany, along with a study and research grant to assist with academic materials. Depending on individual circumstances, students may receive rent subsidies and family allowances. Before beginning their Master’s program, all participants will take part in a mandatory German language course lasting up to four months. Furthermore, scholars will benefit from ongoing academic and social support, participate in exclusive seminars and events, and engage with a network of international peers. For the “Social Protection” program, which includes a remote semester, a reduced stipend of €500 is provided during the online study period conducted in the student’s home country or another eligible developing region.
Eligible Countries
The DAAD Helmut-Schmidt-Programme accepts applications from individuals who are citizens of countries recognized as eligible for official development assistance, according to the current list maintained by the OECD’s Development Assistance Committee (DAC). This includes nations identified as least developed, low-income, lower-middle-income, and upper-middle-income economies. Applicants must ensure they have not lived in any country outside of this list for more than 15 months before submitting their application.
