Applications are now open for the 2026 DAAD Helmut-Schmidt Programme, a scholarship opportunity designed for graduates from developing and emerging countries who aim to strengthen democratic values and social justice back home. Funded by the German Federal Foreign Office, this initiative provides an avenue for students to pursue master’s degrees in fields like political science, law, public policy, economics, and administration, with a focus on supporting future leaders who are committed to shaping their regions through good governance and impactful development work.

They seek applicants who hold a strong first university degree with above-average academic results, preferably within the upper third of their class. Eligible candidates should have practical experience relevant to the themes of the programme—such as internships, professional work, or voluntary service in social or political fields—and demonstrate a clear commitment to contributing to the progress of their home societies. Individuals who have already earned a master’s degree must justify their motivation for seeking another postgraduate qualification, and applicants must have completed their previous degree no earlier than January 2019. Additionally, anyone who has lived for more than 15 months in a country not listed on the DAC list is not eligible to apply.

The programme offers scholarships for selected master’s programmes taught in English and hosted by prestigious German universities. These programmes, beginning in September or October 2026, are oriented toward real-world practice and leadership preparation. The financial package includes a monthly stipend of €992, health insurance, travel support, research and study grants, and, if applicable, rent and family allowances. Prior to the academic programme, scholarship recipients must attend a German language course of up to four months, held in Germany. In the case of the Social Protection programme, students receive a reduced stipend of €500 during their fourth semester, which takes place online from their home country or another eligible region.

Applications must be submitted in either English or German, directly to the university or universities offering the master’s course(s) of choice. Each applicant is allowed to apply to a maximum of two programmes. If applying to more than one, a single motivation letter must be submitted for both, clearly stating preferences and providing a detailed explanation for the order of choices. This letter should connect the candidate’s goals to the objectives of the programme and illustrate how the selected courses will advance their academic and professional development. The evaluation and selection process is carried out by a committee composed of representatives from the participating universities and the DAAD. Only shortlisted candidates will be invited to upload their full documents to the DAAD portal after being contacted by email. The final decision is expected to be communicated to all applicants by December 2025 or January 2026.

The application window runs from 1 June to 31 July 2025. All documents must be sent to the relevant universities and not to the DAAD directly. Failure to follow the instructions, submit complete documents, or provide a consistent course preference may result in disqualification.
