Job Opportunity: Global Center on Adaptation (GCA) is looking for a Program Officer – Partnerships and External Affairs
The Global Center on Adaptation (GCA), an international entity focused on expediting climate resilience efforts, is seeking a dedicated Program Officer to support its External Affairs and Policy team. This role can be based in either Nairobi or Rotterdam and involves helping to strengthen and manage partnerships across Africa in support of climate adaptation goals.
Established in 2018, GCA operates through a dual-headquarters model—Rotterdam (Global North) and Nairobi (Global South)—alongside offices in West Africa, South Asia, and China. Their mission centers on accelerating adaptive strategies for those most affected by climate change. GCA collaborates with government institutions, financial bodies, and development organizations to embed adaptation in policy and practice.
Key Responsibilities:
Advocacy & Visibility
- Develop advocacy tools, briefing content, and communications materials aligned with GCA’s strategy.
- Promote the Africa Adaptation Acceleration Program (AAAP) as a central adaptation initiative for the continent.
- Coordinate impactful events to elevate Africa’s voice in global climate discussions and track outcomes for continuous improvement.
- Ensure consistent communication on AAAP’s progress via newsletters and other platforms.
- Liaise with African regional bodies such as the AU, AfDB, NEPAD, and UNECA to maintain alignment.
Strategic Engagement
- Manage relationships with key government ministries and agencies across African nations.
- Foster collaborations with continental institutions to build cohesive adaptation networks.
- Maintain a stakeholder database and facilitate targeted engagement across countries.
- Support regional dialogues and program alignment with AUC and NEPAD workstreams.
Policy Intelligence
- Monitor and analyze developments in African and global climate policy landscapes.
- Share insights on climate finance trends relevant to the continent.
- Track private sector opportunities that support climate resilience, including investment trends.
- Provide timely updates on the implications of UNFCCC and other international processes for Africa’s adaptation strategy.

A minimum of 5 years of professional experience in partnerships, advocacy, or climate-related program delivery.

Prior engagement with regional institutions (e.g., AU, AfDB, UNECA) or involvement in multilateral climate policy initiatives is strongly preferred.
Excellent stakeholder management, strategic communication, and cultural sensitivity skills.
Proven ability to manage high-level events and juggle multiple priorities under pressure.
Fluency in English required; proficiency in French is a plus.
