Grant Categories Offered by the OPEC Fund
The OPEC Fund administers three primary categories of grants through its funding program:

Grants for Country-Focused Projects and Activities
These grants are tailored to support the following:-
Technical assistance for project groundwork, such as pre-feasibility and feasibility assessments, as well as detailed design stages for initiatives that may involve future OPEC Fund engagement.

Grant-funded components within broader programs or projects co-financed by the OPEC Fund through sovereign lending, private sector support, or trade financing.

Institutional strengthening efforts targeting governmental agencies in partner countries. This may include staff training in areas such as project design, evaluation, and monitoring to enhance local capacity for managing OPEC Fund operations and preparing future proposals.

Grants for Strategic Regional or Global Development Initiatives
These are designed to support multi-country programs or cross-border collaborations that aim to tackle key developmental issues in the OPEC Fund’s partner countries. -
Grants for Humanitarian Assistance
These grants are issued to support emergency responses, including both logistical and material support for humanitarian needs. Funding may also be directed toward rebuilding essential infrastructure and restoring basic public services in post-conflict or disaster-affected regions.
Key Focus Areas and Sectors
The OPEC Fund prioritizes projects in critical sectors such as agriculture, health, transportation, energy, and water and sanitation. It remains demand-driven, adapting its support based on partner country needs. Additionally, the Fund contributes to emergency aid and selectively backs major international or regional initiatives that align with the Sustainable Development Goals (SDGs).

Additional Information
In accordance with its founding charter, the OPEC Fund extends grants to developing nations outside of OPEC membership, giving priority to Least Developed Countries (LDCs). When evaluating country-specific grants—especially those tied to sovereign financing—the Fund considers national capacities and any exceptional circumstances. Special emphasis is placed on proposals from:
Small Island Developing States (SIDS),
Conflict-affected or fragile states,
SIDS that also fall under the UN’s LDC classification.
Eligible Applicants
Organizations eligible to receive grants include public and private institutions, international NGOs, co-financiers, research bodies, and UN agencies. All applicants must meet the following standards:
Possess legal registration in their operating country, along with the necessary business authorization for the country in which the project will be implemented.
Have a demonstrated record of success with past OPEC Fund-supported initiatives or, for new applicants, a strong performance history managing comparable donor-funded efforts.
Hold recognized expertise in the relevant technical field.
Maintain sound organizational governance, transparent accounting practices, audited financial statements by licensed auditors, and clear fiscal accountability, all of which indicate readiness to manage fiduciary responsibilities related to OPEC Fund grant execution.
