Overview
Programe Aims
The UN-Portugal Ocean Fellowship initiative has been created to:
- Offer senior-level ocean governance professionals from developing countries, as defined by the UN Department of Economic and Social Affairs (UN-DESA) in its World Economic Situation and Prospects (WESP) report, an opportunity to join a specialized knowledge-sharing platform designed for policy influencers, while nurturing a new generation of capable leaders ready to confront critical ocean-related challenges.
- Strengthen institutional and individual capacity in developing nations to support the advancement of innovative approaches that promote both the protection of marine environments and sustainable economic development.
- Provide selected participants with comprehensive training to enhance their decision-making abilities at both the national and global levels through a multidimensional learning experience that encompasses Ocean Governance, Marine Protection, the Blue Economy, and the legal framework of the Continental Shelf.
- Promote international dialogue and collaboration by creating a venue where senior officials can exchange ideas and experiences with global peers, supported by the expertise of Portuguese and international thought leaders.
- Contribute to the global effort to realize Sustainable Development Goal 14: Life Below Water.
Number of Available Fellowships
A total of up to 30 fellowships will be offered for the upcoming cohort.
Programme Schedule
The second installment of the Ocean Fellowship will be held from 20 to 24 October 2025 in Portugal. The five-day programme excludes travel time, and full attendance is required as the sessions are interconnected.
Deadline for Submission
Nominations must be received no later than 15 July 2025. Applications submitted after this deadline will not be reviewed.

Additional Information
This fellowship is geared toward high-ranking government representatives, such as directors or deputy directors of national institutions tasked with ocean policy, or ambassadors and equivalent figures responsible for ocean governance and strategy.
Candidates must demonstrate a track record in shaping and implementing marine-related policy within their home governments. All applicants—especially those from underrepresented groups including women and Indigenous communities—should currently hold government roles and intend to continue in this field over the medium to long term.
Proficiency in English is essential, as the entire programme will be delivered in this language.
Applications from women are strongly encouraged, as the UN is committed to gender parity and the full, inclusive participation of all individuals across its initiatives, including this programme.
The inclusion of Indigenous voices is also a key priority, reflecting the importance of engaging those communities most impacted by climate and oceanic shifts. Representation from Small Island Developing States (SIDS) and Least Developed Countries (LDCs) will receive particular attention to ensure fair regional balance.
